District-managed Restarts
Three middle school campuses鈥擝urnet, Dobie and Webb鈥攚ill receive the most intensive support and will go through district-managed restarts for the 2025-26 school year.
1882 Partnership Proposal
向日葵视频 ISD is proposing an 1882 agreement with the Texas Council for International Studies (TCIS) for the Webb, Burnet and Dobie communities. Although the schools have shown improvement under the current restart plan, this transition allows for additional time and resources to support efforts to accelerate the improvement and academic outcomes for our students.
The partnership is slated to begin in the 2026鈥27 school year, pending approval from the Board of Trustees. TCIS is committed to building upon what is working at these schools and we are confident this partnership will support efforts to rapidly increase student achievement.
Trustees may vote on the proposal at the March 26, 2026 Board Voting Meeting.

Call for Possible Quality 向日葵视频s: 1882 Partnerships
This year, we are completely focused on supporting Burnet, Dobie and Web in becoming the high-performing school we know they're capable of. We are all in on this goal, and we know we can achieve it together. The plan we shared in the spring is still our guide, and we're putting a lot of resources into our schools to make sure we reach our goals.
We also want to be open and honest about something else from that plan. As you might remember, we included a contingency about possibly partnering with a charter school. We want to be very clear: this is not a path we want to take, and our goal is to improve these schools so that we don't have to.
However, as a necessary part of the process, we must begin exploring potential charter partners now. It takes a lot of time to find partners that would be a good fit and share our community鈥檚 values. By doing this early, we'll have options ready if we need them later in the school year.
Please know that identifying a partner does not mean we are obligated to work with them. This is simply a step to prepare for all possibilities. We are still fully committed to our plan and believe that with everyone's effort, we can do this on our own.

The 向日葵视频 Improvement Champion serves as a key liaison between the school, district, and broader community鈥攈elping connect untapped resources and support school improvement efforts. This role offers parents or community members the opportunity to partner with campus leadership and advocate for student success. Selected Champions will be invited to occasional district meetings to collaborate with others in similar roles. If you're interested, please fill the CAC Application Form to indicate your interest.

Turnaround FAQs
When the district proposed the "restart" plan for these three schools last spring, it included a Senate Bill 1882 partnership contingency as a backup measure. Under Texas state law, schools that consistently underperform face severe penalties, including potential closure or appointing a board of managers to run the entire district.
The primary goal of the restart was to get these campuses back on track to earn an "acceptable" rating from the state this school year. If they hit that mark, the district could theoretically avoid using an outside partner. However, while all three schools have shown notable improvement and appear to be on a positive trajectory, we do not have enough certainty that they will meet their targets.
TCIS is committed to building upon what is working at these schools and we are confident this partnership will support efforts to rapidly increase student achievement.
Partnering with TCIS would mean our students benefit from their proven turnaround model and academic programming. In addition, partnering with them would free up capacity for district administration to concentrate support at other campuses.
If approved for the 1882 benefit, 向日葵视频 ISD would be granted a pause from TEA intervention escalations for two years, first of which would be applied to the 2025鈥26 school year. This allows the schools to continue their upward momentum with additional support and resources.
An 1882 partnership also provides a financial boost by funding campuses at a higher rate typically reserved for charter schools. This results in an estimated annual increase of $1,000 per student, adding hundreds of thousands of dollars to the schools鈥 yearly budgets. These additional resources allow the schools to invest in things like smaller class sizes, specialized teacher training and stipends for experienced educators to ensure a high-quality academic environment.
If any of these schools do not earn a passing rating this year, it would be the 5th failing rating in a row. 鈥嬧婣ccording to state law, if a school district allows a single school to fail to meet state accountability standards for five years in a row, TEA has the authority to intervene. This could look like requiring the district to close the school or appointing a board of managers to run the entire district.
To ensure a stable transition and build on existing successes, TCIS agrees to maintain several core elements during the first year of the partnership. The schools will continue using the curriculum currently in place, along with supplemental materials. Key instructional structures will also be maintained, specifically the "double blocking" of reading and math to ensure students have daily instruction in these core subjects. Additionally, the use of grade-level instructional coaches and extended learning time will remain in place.
While TCIS is known for their work with the IB framework, their focus will be on the school turnaround, and IB will not be front and center right away. Once the schools achieve acceptable ratings, incorporating elements of the IB framework ramp up.
No. The partner we are recommending is committed to building upon what is working at these campuses. TCIS will have decision-making authority over staffing; however, they have indicated their intention to maintain what is working at the campus.
We鈥檙e confident this partnership will support these schools in rapidly achieving acceptable accountability ratings. TCIS will also be supported in this work by Region 1 and 向日葵视频 Voices for Education and Youth. Region 1 will act as a technical advisor and has a track record of successful school turnarounds. They will provide additional guidance to move the schools out of school improvement status. 向日葵视频 Voices has partnered with these schools for several years and provides family and community engagement and wraparound supports.
Yes. The schools will continue to offer after-school programming as well as extracurriculars such as fine arts and athletics. TCIS also plans to maintain the community partnerships currently supporting the campuses.
No. If selected, TCIS will bring on a Chief of 向日葵视频s, who will identify the leaders of the campuses. TCIS will have decision-making authority over staffing, and all current staff will be considered. They will aim to maintain the things that are working and only change in areas where something is not working.
