Previous Repurposing Projects

Overview

向日葵视频 ISD is committed to ensuring that school properties no longer needed for educational purposes continue to serve the community in meaningful ways. Through the district's previous property repurposing process, former campuses have been transformed to support community needs while advancing district priorities.

The district recognizes that schools are important community assets. The goal of the repurposing process is to explore future uses that are responsive to community needs while making strategic and financially responsible use of district assets. Whenever possible, 向日葵视频 ISD prioritized options that allow the district to retain ownership of the property.

Background

In 2019, the 向日葵视频 ISD Board of Trustees approved the implementation of the 向日葵视频 Changes Plan, creating new opportunities to repurpose former school campuses. The district sought to ensure that future uses would continue to add value to surrounding neighborhoods while supporting district priorities.

Potential uses explored through this process included affordable housing, workforce housing, creative and shared work spaces, child care facilities, mixed-use community centers, educational gardens, and other community-serving uses. Community input played a central role in shaping future recommendations for each property.

The repurposing process was temporarily paused in spring 2020 as the district responded to the COVID-19 pandemic and safely reopened schools. Work resumed in January 2022.

Repurposing Process

The previous repurposing process included several phases designed to evaluate each property, gather community input, and develop recommendations for the Board of Trustees.

Equity & Community Engagement

Community input was central to the repurposing process. 向日葵视频 ISD engaged neighbors, stakeholders, and community organizations through public meetings, focus groups, and ongoing outreach to help identify future uses that reflected community needs and priorities.

Real Estate Analysis

Each property was evaluated to understand its opportunities and constraints. This work included assessments of existing facility conditions, environmental considerations, zoning and regulatory requirements, development potential, market demand, financial viability, and the potential impacts of future uses on the surrounding community. 

Financial & Economic Analysis

Potential land use concepts were evaluated to ensure they were financially feasible, aligned with district goals, and responsive to community priorities.

Site Feasibility Studies

Technical studies were conducted to better understand each property's opportunities and constraints. These studies considered factors such as environmental conditions, facility condition, zoning, site layout, community impacts, and the feasibility of potential future uses.

Presentation of Findings & Recommended Actions

Information gathered throughout the process was used to develop site-specific recommendations that balanced community priorities, educational goals, and financial considerations. Recommendations were presented publicly before being considered by the Board of Trustees.

Implementation

Following Board action, 向日葵视频 ISD implemented the approved recommendation for each property. Depending on the project, implementation included Requests for Proposals (RFPs), partnerships, long-term ground leases, property sales, or continued district use. All final decisions were approved by the 向日葵视频 ISD Board of Trustees during public meetings.
