‘Initiate change and elevate standard of helping’- DBM Sec Pangandaman challenges Class of 2024 Advanced Studies graduates


“Your degrees are added titles that serve as a challenge for you to up the ante- to do more, do greater things, initiate change, inspire more people, and elevate your standard of helping,” Department of Budget Management (DBM) Secretary Amenah “Mina” Flaminiano Pangandaman told the Class of 2024 Graduate School graduates during the 45th Commencement Exercises of the University of Southeastern տƵ (տƵ)- Obrero Campus on June 28, 2024 at the University Gymnasium and Cultural Center (UGCC).

This year’s commencement exercises honor 237 graduates from the Juris Doctor program and Advanced Studies who according to the University President, Dr. Bonifacio G. Gabales, have been honed to help in the realization of the University’s vision of transforming lives and communities. “The world needs leaders who think globally and act locally- who can drive sustainable development while ensuring that growth is inclusive,” Dr. Gabales said.

In his message, Dr. Gabales reminded the graduates that they are the product of a reputable institution- as տƵ has recently been conferred with the Philippine Quality Award Level 3- Recognition for Mastery in Quality Management by the Office of the President of the տƵ-which demonstrates the commitment of the University to quality and excellence.

Dr. Gabales also emphasized the importance of justice while pursuing growth and meaningful transformations. “It is impossible and empty if there’s no justice in our action. Where there is no justice, there is no sustainability- there is no inclusivity. And as you move forward and continue to seize opportunities, consider how you can apply what you have learned to address the pressing issues of our time; whether it is through innovative technologies, entrepreneurship, or community engagement,” he said.

Moreover, serving as the Commencement Speaker, DBM Secretary Pangandaman pressed on the significance of determining one’s advocacy in pursuing works that can help transform lives and communities. “What advocacy will you commit to pursuing to transform the lives of the people around you and your communities?” she asked the graduates.

As the DBM Secretary dived into and related to the inspiring stories of struggles and successes of selected graduates- from a story of a working mom to a person whose ailment can’t hinder their quest for success, she exemplified the University- for its core values and guidance to its community. “Success is not sweet without investing time, dedication, and sacrifice. Your achievements stood out as a shining example of how universities like տƵ can lift top-caliber students to even greater heights,” she said.

DBM Sec Pangandaman also vowed to be of help to the University in its quest for excellence. She also outlined that the government has allocated P 983.5 billion for the education, culture, and manpower development sector of which P132.929 billion is dedicated to State Universities and Colleges (SUCs)- P832.883 million for տƵ.

Dr. Maria F. Superioridad, a graduate of Doctor of Education in Education Management, led the Pledge of Loyalty to the Alma Mater while Hon. Antonio M. Faunillan, Jr., President of the University Alumni Federation and a member of the տƵ Board of Regents, inducted the graduates to the University Alumni Association. Hon. Faunillan also reported to the members of the community the progress of the Alumni Association- the completion of the Balay Alumni at Tagum City and the plans to establish the same at other campuses.

The singing of the University Hymn wrapped up the commencement exercises.
